Robert Kemp, a 19-year-old Washington resident, was arrested and charged after investigators recovered the stolen sedan that he is believed to have used in the break-in of a Secret Service vehicle.
Kemp’s criminal complaint states that Secret Service agents saw a red sedan stop on the street near a Secret Service limo, used for members of the first family, that was parked at Naomi Biden’s residence. One of the agents “observed the legs of a black male hanging out of the broken driver side rear window of the limo. As the agent yelled police, the suspect fled in the red sedan, nearly striking one of the agents who fired his weapon. It is unclear if Naomi Biden heard the commotion but she was made aware afterward. Among the equipment stolen from the Secret Service limo were night vision goggles and a portable router.
Another juvenile, who is believed to have been with Kemp during this incident and was already under GPS monitoring for other crimes, was also arrested. And his GPS monitor showed that he was in the area at the time of the break-in.
Police said that at approximately 9:40 a.m., officers went to a home in the 800 block of St. James Court for a welfare check.
Colter did not have a permanent home and lived in the square, according to Rachelle Ellison, an advocate for the unhoused and assistant director of the People for Fairness Coalition, an advocacy group. She told a reporter last year that he was found dead on a bench in the square, on 15th Street between I and K streets. Ellison described Colter as a “big teddy bear” and a man who contended with issues of substance abuse and mental health but caused no harm to anyone. Police said Johnson was charged with first-degree murder while armed.
On Sunday, February 18, 2024, at approximately 3:00 a.m., Fifth District officers responded to the 1600 block of Rosedale Street, Northeast, for the report of a shooting. Upon their arrival, officers found an adult male shooting victim inside of a residence. The victim, identified as 35-year-old Darius Robinson, of Northwest, DC., was pronounced dead on the scene.

Upon arrival, officers found 2 women and 1 man inside the unit who were deceased due to gun shot wounds according to Ramey Kyle, assistant Chief of Police. One man was stabbed to death and another critically wounded before the suspect was fatally shot by police officers inside the IBEW Local 26 training center in Manassas. When officers arrived, they encountered a male suspect near the front entrance armed with a knife.
